MANILA, Philippines mdash; The reported procurement of the Philippine National Police  PNP  of overpriced speed guns was just a misunderstanding and was the result of a hastily-made  stanley cup proposal.This was the explanation given by PNP spokesperson Brig. Gen. An American man was shot dead in Silay City in Negros Occidental by two men on Tuesday night, local police reported.In a spot report released Wednesday, the Silay City police identified the victim as Eric Hendrickson, 57, from Iowa.Police said Hendrickson was at around 10:10 p.m. by suspectsGilbert Apellido, 40, and 18-year-old Neil Brian Corseno using an unknown gun caliber.
